Anti Ragging Cell

Background

The Anti-Ragging Cell was established in response to growing concerns about the harmful practice of ragging in educational institutions across India. Ragging, which involves harassment, abuse, or bullying of new students by their seniors, has historically been a serious issue in colleges and universities. Not only does it cause immense emotional and psychological stress, but it also disrupts the academic life of those affected. In light of increasing cases of ragging and the tragic outcomes that sometimes resulted from this practice, the Supreme Court of India took significant steps to address the issue. Several landmark rulings were passed, underscoring the need for stringent anti-ragging measures in all educational institutions. These rulings led to the establishment of the Ragging Act and prompted the University Grants Commission (UGC) to issue guidelines that require every institution to set up an Anti-Ragging Cell. This cell is responsible for ensuring a ragging-free environment on campus.

Government College Kumarsain establishes an Anti-Ragging Cell every academic year to ensure the safety and well-being of its students, particularly newcomers. This cell is formed in compliance with the directives of the University Grants Commission (UGC) and the Ragging Act, aimed at curbing the menace of ragging.

Objectives of Anti- Ragging Cell

  1. Prevent Ragging: Establish and maintain a campus environment free from any form of ragging or harassment.
  2. Raise Awareness: Educate students about the harmful effects of ragging and the legal repercussions through various programs and campaigns.
  3. Facilitate Reporting: Provide a confidential and accessible platform for students to report incidents of ragging without fear of retaliation.
  4. Take Immediate Action: Act promptly on reported incidents, ensuring that appropriate disciplinary measures are taken against perpetrators.
  5. Monitor Campus Activities: Regularly observe and supervise campus areas to prevent ragging and ensure student safety.

Structure of Anti – Ragging Cell

At Government College Kumarsain, the Anti-Ragging Cell is structured with the Principal serving as the Chairman, who provides overall leadership and ensures the effective implementation of anti-ragging policies. The Principal appoints a Convener to coordinate the cell's activities and act as the primary contact for any issues or reports related to ragging. The cell also includes a team of members comprising faculty representatives, who assist in monitoring and enforcement.Together, this structure works to monitor campus activities, conduct awareness programs, manage a confidential reporting system, enforce disciplinary actions, and provide support to victims of ragging, ensuring a safe and respectful environment for all students.

Functions of Anti – Ragging Cell

The Anti-Ragging Cell at Government College Kumarsain is dedicated to maintaining a safe and respectful campus environment through a comprehensive approach. The Principal plays a crucial role in this effort by addressing students during his speeches to raise awareness about the dangers and legal consequences of ragging. The cell also ensures continuous monitoring of campus activities to prevent any incidents of ragging. It has established a confidential reporting system that allows students to report incidents discreetly and a quick complaint action system to address reports promptly. Together, these measures help foster a supportive and harassment-free academic atmosphere.
