Background
The National Service Scheme (NSS) was established in 1969 as part of Mahatma Gandhi's birth anniversary celebrations. Its main aim was to involve young people in community service and promote social engagement. The Ministry of Education, now known as the Ministry of Youth Affairs and Sports, launched NSS in collaboration with universities and colleges to encourage students to participate in activities that support nation-building. The Kothari Commission (1964-66), which examined the Indian education system, played a key role in shaping the NSS. The commission recommended integrating social service into education to help students connect their academic learning with real-world issues. It emphasized that education should not only focus on academic knowledge but also on developing a sense of social responsibility and leadership skills. The National Service Scheme is one of India's largest youth development programs. It promotes the idea of 'Education through Service' by engaging young volunteers in community work through regular activities and special camping programs. This involvement helps in enhancing their personality, character, leadership, and various other skills.NSS aims to help young people develop through volunteering and community service. Its motto, "NOT ME BUT YOU," means focusing on others rather than yourself. It encourages people to be selfless, show kindness, and care about others to create a stronger, more supportive community.

Objectives of NSS
Structure of NSS
The NSS program operates within a structured hierarchy to ensure effective management and implementation. At the national level, it is governed by the Ministry of Youth Affairs and Sports and the NSS Directorate. At the state level, oversight is provided by the State NSS Cell and the State NSS Officer. The university level includes the University NSS Cell and the University NSS Coordinator, who facilitate coordination across institutions.
At Government College Kumarsain, the NSS program operates under a well-defined structure to ensure effective management and execution. The Principal serves as the overall mentor, providing strategic guidance and support for the program. The Programme Officer (PO) is the overall in-charge of the NSS Unit, responsible for coordinating and managing day-to-day activities and initiatives. NSS Volunteers (students) actively participate in and support various community service efforts, playing a crucial role in the program’s success. This structured hierarchy ensures that the NSS program effectively engages students in meaningful activities while maintaining efficient operations.
Functioning of NSS
The functioning of the National Service Scheme (NSS) involves a structured approach to ensure effective community service and volunteer engagement. At the national and state levels, policies and guidelines are established, with universities managing NSS units within colleges. Colleges organize and implement community service activities under the supervision of Programme Officers. Volunteers and Programme Officers receive essential training through workshops and orientation programs to enhance their skills and understanding. The effectiveness of activities is monitored and evaluated through regular reporting, with feedback used for continuous improvement.
